Public Open Forum.

  • One member of the public spoke about her interest in running a forest school in Misterton.
  • One member of the public asked a question around how the precept is calculated and if any of the precept was made up of bad debt.
  • One member of the public asked if the council would look at cost control & cost cutting and offered his expertise to help with this.
  • One member of the public explained that the defibrillator had to be used on Sunday and would need a new set of pads. These would be at the cost of £50 + VAT

21/193.                Minutes of the meeting of 17th May 2022

The minutes of the meetings held on 17th May were resolved as a true and accurate record of the meeting.

21/194.                Matters Arising from Minutes

  • Cllr Bradly Contacted the ranger
  • Cllr Bradly to contact Mr Rowland regarding SID’s research.
  • Cemetery planning is to remain open.
  • Cllr Bradly met with Halcyon to discuss grass cutting.

 

21/195.                Reports

  1. Report from County Councillors

Cllr Best & Cllr Ashton reported that:

  • Emergency meeting was called to discuss the recommendation to increase the offer of the new CEO salary.
  • Training is happening and will continue over the coming weeks.
  • Committee meetings are starting to take place.
  • District are continuing to do more work towards the move to the Unitary Authority.
  • Cllr Best reported that he followed up on the road sweeping issue from last meeting and has asked Cllr Callow to keep him updated.
  • Cllr Best reported he would check if any of the Misterton PC precept is used towards bad debt and will report back at the next meeting.

 

 

 

  1. Report from Chairman of the Parish Council & Recreation Field Trust
  • Immediately after all the complaints the Parish Council received about the length of the grass Cllr Bradly met with the grass cutting contractor, with regards to the Rec the Parish Council have asked for 10 Cuts but have been advised the minimum should be 16. This is something to be considered.
  • Village Hall committee are planning on painting the outside of the hall. Cllr Bradly has requested this is writing.
  • The room in the village hall that used to be the clerk’s office may be coming available.

 

21/196. Planning including applications currently in circulation/determinations

  1. Planning: Highways Act 1980 Proposed Diversion of Public Footpath CH 20/7 in the parish of Misterton

22/01405/REM- Land Off Orchard Way Misterton Crewkerne – Reserved Matters application for approval of appearance, landscaping, layout and scale following outline approval 19/02398/OUT for the erection of 2 No. dwellings.

No Objections to either.

21/197. To Consider Emergency procedural measures due to future absence of Clerk for approval by Council

Parish Council to form Working Groups from Councillors and villagers to resolve problems.
Groups to cover 

  1. a) Cemetery
  2. b) Roads
  3. c) History & Community
  4. d) Finance
  5. e) Amenities

Approved to move forward with Working groups A- E approved en Bloc.

  1. f) Separate approval to contract accountancy time to maintain our Scribe record of income and expenditure
  2. g) To make necessary arrangements to publish the accounting statement online once approved and also to submit to PKF Littlejohn.

Cllr Rousell to take over the laptop/Mobile and Scribe and to submit paperwork to External Auditor.

21/198. To Approve the Job description for replacement Clerk and to make a decision on where to advertise.

Dates to be changed and hours offered to be amended to up to 15 hours per week. Advertise on District council and SALC.

21/199.                Highways & Footpaths

  1. To consider future works for the Parish Ranger
  • Cllr Rowe to contact ranger to discuss Cemetery works

Action: Cllr Bradly to provide Cllr Rowe with contact details

  1. To receive an update on speed indicator device.

Cllr Bradly to obtain latest prices and paperwork from Mr Rowland.

Action: Cllr Bradly to look into SIDS and to be added to the road working group.

 

21/200.                Amenities

 

  1. To note FoMCC has disbanded and handed back to the Parish Council.
  2. To receive the cemetery inspection report

Clerk advised that the Ivy up the back of the chapel is now also on the windows, the bin needed emptying and some of the memorials are looking overgrown, these will require some work.

  1. To receive an update on the 5-year headstone check.

Clerk to try and make contact with the 2 families who’s headstones need fixing,

Action: Clerk to try and make contact with the families to advise repairs need to happen.

  1. To consider next steps on cemetery extension.

After advice from Cllr Best, Cllr Bradly to follow up with planning to discuss an extension. More research needed and a business plan. Working group to be formed.

Action Councillor Callow agreed to investigate how evidence of surface water can be presented to planning’

 

  1. To receive an update on the gateposts project
