21/103.                 Apologies for absence

Apologies for absence were received and accepted from Cllr Geoff Restorick (Personal)

21/105.                 Minutes of the meeting of 16th November

The minutes of the meetings held on 16th November were resolved as a true and accurate record.

21/107.                 Reports

  1. Report from County Councillor & District Councillor

Cllr Best reported that:

  • Due to Covid-19 all County council & District Council meetings will be on Zoom unless they require a vote.
  • Elections for the new unitary authority, Town and Parish Council elections to be held in May 2022. This will be for a 5-year term.
  • It has been agreed that the new Unitary Authority will be made up of 110 Councillors.

 

  1. Report from Chairman of the Parish Council & Recreation Field Trust

Cllr I Rowland took some time to reflect on how far we have come from this time last year with all that has happened with Covid-19

 

21/108. Planning including applications currently in circulation/determinations

  1. Planning:

21/03005/S73 – Crewkerne Key Site 1 Land East Of Crewkerne Between A30 And A356  Yeovil Road Crewkerne TA18 7HE  –  S73 Application to vary conditions 01 (appearance, landscaping, layout and scale herein after called the ‘reserved matters’) of planning approval 19/03482/S73; (relating to 05/00661/OUT, Comprehensive mixed use development for 525 dwellings, employment (B1, B2, B8) primary school, community facilities, playing fields, parkland, P.O.S. structural landscaping and associated infrastructure including link road and highway improvements)

21/109.                 Highways & Footpaths

  1. To consider future works for the Parish Ranger

  1. To consider if a speed Indicator device is needed

Cllr Rowland confirmed that he had done some research on costings but still more research to be done

 

 

21/110.                 Amenities

  1. To receive the cemetery inspection report

From cemetery inspections it has been alerted that a load test is required on each headstone, every 5 years, standard check policy to be obtained.  Plot enquiry for the extension, application for change of use has been submitted the consecration costs agreed at the previous meeting to take place when application approved.

Action: Clerk to contact Crewkerne Town Council to try and gain more information

  1. To receive an update on the gateposts project

Bids in place from contractors and no planning needed.  Traffic lights needed for works to go ahead.  Yew tree to receive a big haircut for access and visibility.  Project still in WIP but noted that the construction sector was extremely busy at present.

Action: Clerk to follow up on bids for gateposts project and report to council for approval. Cllr Callow and Cllr White have agreed to meet with 2 more contractors along with the Clerk in the new year.

Clerk contacted Unity Bank Trust who are not taking on any new customers until January it was also suggested the clerk look into Santander.

  1. To discuss the potential of a grant for the Owsley and Norris Trust.

Clerk to speak with Chairman of Owsley trust and ask him to give an update at the next meeting.

 

21/112. Closed Session:

 

Press and public where excluded for consideration of contractual matters

 

  1. The possibility of taking a public works loan board loan was discussed and decided that the council would not proceed with this.
